Each year millions of people around the world feel the effects of natural disaster and conflict. RedR is an international charity that improves the effectiveness of disaster relief, helping save and rebuild the lives of people affected by disaster worldwide. We do this by delivering essential training and support to relief organisations and their staff, and by supplying skilled professionals to humanitarian programmes. Our work helps to ensure that the right people with the right skills are responding to global emergencies and enables both local and international relief workers to react to the needs of those affected by disaster, efficiently and safely.

RedR is using its training and skills expertise to assist humanitarians in Sudan – primarily Sudanese nationals – to raise their capacity to meet the needs of people affected by poverty and conflict.

We are also working to provide government employees, community members and aid workers with the skills they need to assist people in need, providing high quality courses and services which deliver expertise, information and support to all those improving lives in Sudan.

RedR is seeking a qualified candidate for the following position, which is based in Khartoumwith frequent travel to RedR field office,El Fasher, in Darfur and where necessary other areas where RedR may operate.

Job Title: Support Service Manager (1 Post)

Location: Khartoum

Responsible to: Country Director – Sudan

Start date: As soon as possible

Duration: One Year; Fixed-term contract. Extensions may be possible subject to funding and performance Salary: 10,350.75 SDG Monthly Gross salary depending on experience and qualifications; the net monthly salary will be paid in hard currency (GBP) equivalent to approximately 1,103.92 GBP (gross net); plus, other RedR benefits. **

Overall Responsibility

a) The Support Service Manager is responsible for the support team overseeing a range of key tasks including Finance, HR, Administration, Procurement and contracts, IT, transport and logistics, Safety and liaison with governmental agencies, etc.

b) Lead on financial management for redr resources in Sudan

c) Assists the CD in the development and implementation of policies within the office. Develops operating procedures, forms and systems. Plans, develops and facilitates changes in procedures, forms and practices, work flows, personnel assignments, and equipment.

d) Act as the focal point for all external queries from the government and as delegated by the Country Director attend GoS meetings.

Job Description

The list does not cover the full scope of tasks and responsibilities of the Support Service Manager but serves to illustrate some of the areas of emphasis for the post.

Main Duties and Responsibilities

Finance management

  • Record financial transactions on Quickbooks Online, in line with RedR & donor requirements.
  • Check and monitor the field office sub-account transactions and incorporate in reports.
  • Check advance payment transactions and report accordingly
  • Manage and reconcile of bank/cash and other balance sheet accounts.
  • Maintain accurate and up-to-date financial record and provide information when required.
  • Ensure financial and resource accountability and effective management of records as required for auditing.
  • Coordinate any interim and annual audit.
  • Proper accounting of project recoveries and income recognition, including justification of allocation of central costs to projects.
  • Ensure adherence to the RedR Sudan finance and administration guidelines and Sudanese Government tax and accounting regulations.
  • Work with the Country Director and Budget Holders with preparation of organisational and project budgets.
  • Establish and prepare accurate Budget versus Actual reports for financial monitoring and progress of programme funds and grants.
  • Prepare and submit monthly financial accounts and reports to Head Office within deadlines.
  • Prepare monthly cash flow projections, assisting the Training Coordinators / Head Office preparing the same according to donor requirements, as requested.
  • Collection and storage of regular financial reports and budget records
  • Assist in the preparation of donor reporting, interim and final.
  • Any other duties specified by (Line Manager) that are appropriate to undertake.

Admin Management

§ Hold regular meetings with the support team, to keep on top of deadlines and workloads. Report any needs which can’t be met within the required timeframe or to the level required, to the Country Director, and provide solutions or alternatives where possible.

§ Provide support in various tasks to the Administration, Logistics, Liaison, as well as Field Coordinators, in order to meet all of the required deadlines.

§ Ensure appropriate and up-to-date records are kept in hard and soft copy for all administrative, logistical and liaison functions.

§ Assist colleagues with trouble-shooting when challenges arise and manage the delegation of tasks within the support team.

Liaison Management

§ Liaise with HAC in terms of developing RedR’s profile and maintaining a good working relationship in Khartoum. Provide guidance and co-ordination and

recording of meetings for the Country Director to have with the various GoS and HAC divisions.

§ Act as Focal Point for HAC Reports including annual and bi-annual, and provide information to the CD, Senior Program Coordinator, Project Manager, and Training Coordinators, regarding the requirements of these reports by local or federal HAC offices.

§ Liaise with the training team and field offices on a regular basis, to ensure that their support needs are being met. Delegate tasks to the support team and keep records and timetables for when requirements need to be met.

Logistics Management

§ Ensure that the RedR Sudan operating procedures are within the Sudan Law that regulates INGOs and that the agency implements them in a proper and timely fashion.

§ Assess and identify new sites for offices or accommodation in close coordination with CMT and assist in the decision making for logistical requirements for the programme.

§ Provide local information to the Country Director, regarding security updates, reported in local media, on a regular basis and for the bi-weekly Situation Report.

§ Ensure that London receives copies of all long-term agreements and MoUs, in the monthly pouch, as well as any other information that is required.

Achievement Indicators

· Effective support services are provided in very professional manner.

· Effective contracts administration in order to assist programme management teams to deliver RedR Sudan’s goal and objectives.

· RedR Sudan operating procedures are updated and well kept and disseminated among staff.

· Effective, timely and reliable advice to CMT Country that is compliant with RedR Sudan policies;

  • Strong HR records and policies in place which are in best interest of staff keeping organizational effectiveness at the optimal extend possible.
  • Strong administration and logistics policies and records in place.

· Good image of RedR Sudan by providing information and facts about RedR to donors, the public and the media, if needs be.

Person Specification

Essential

· Strong commitment to humanitarian work, with a minimum of 8 years experience in the field of financial management, administration and logistics, preferably working with INGO’s

· Bachelor’s Degree in Finance and/or accounting

  • Proven experience in financial accounting of not less than five years
  • Experience with computer accounting packages, experience of Quickbooks would be an advantage.
  • Experience of accounting in a multi-currency environment.
  • Excellent computer literacy in Excel and Word
  • Experience in liaising with HAC, NGOs, UN and other organizations.
  • Strong office administrative experience
  • Strong organizational and time management skills

· Proactive, good organisational skills and ability to prioritise tasks

· Experience in capacity building and excellent interpersonal and communication skills

· Good people management skills, including negotiation and diplomacy

· Good computer literacy, with knowledge of Microsoft Office applications including Word, Excel and Outlook

· Good English and Arabic language skills, both spoken and written

· Willing and able to travel to remote areas of operations

· Ability to work well in a team, within a multicultural setting

· Flexibility and a can-do approach, and the ability to work without supervision

· Solution oriented and able to adapt to changing and insecure environments

· An understanding of and interest in humanitarian issues in Darfur

· To be familiar with RedR’s vision and mission, and Sudan programme and be willing to promote this in the humanitarian sector in Sudan

Desirable

· Master’s Degree in Finance and/or accounting, Management, or other related fields.
